Major action has been taken in the suicide case of senior Haryana IPS officer Y Puran Kumar. According to sources, amidst the allegations of name and family in the suicide note, the government has sent the state DGP Shatrujit Kapoor on long leave. In this case, the police have registered an FIR against all the officers including the DGP, whose names were written in the suicide note.

In fact, Y Puran Kumar, who was a 2001 batch IPS officer and was posted as Inspector General at the Police Training Center in Rohtak, had committed suicide on October 7. Upon investigation, his eight-page suicide note contained the names of 13 senior officers, whom he accused of harassment and harming his career. Among these, most of the allegations are against DGP and Rohtak SP.

SP Rohtak removed from post

In this case, former Rohtak SP Narendra Bijarnia was removed from the post on Saturday itself. In place of Bijarnia, Surinder Singh Bhoria has been made the SP of Rohtak. At present Bijarnia has not been given any post. Now DGP Shatrujeet Kapoor has been sent on leave till the completion of the investigation.

The step has been taken after Puran Kumar’s wife, IAS officer Amneet Puran Kumar, lodged a formal complaint at the police station, in which Haryana Allegations of harassment and instigation have been made against DGP Shatrujit Kapoor, Rohtak SP and other senior officers.

He had demanded naming of the accused officers in the FIR and their arrest. The family has refused to allow postmortem and funeral until their demands are settled. Haryana CM Nayab Saini himself had come to meet the victim’s family and assured strict action.

DGP Shatrujit Kapoor took charge as the top police officer of Haryana on 16 August 2023. Earlier, he has also dealt with corruption and high-profile cases as the Director General of the state Anti Corruption Bureau (ACB). Kapoor has also investigated many sensitive cases in the Central Bureau of Investigation (CBI).

Congress leader and Leader of Opposition in Lok Sabha Rahul Gandhi will visit Y Puran Kumar’s house in Chandigarh today on October 14 to pay tribute to him. Rahul Gandhi is going to Chandigarh to meet his family members and console them. Before this, many opposition leaders had also met the victim’s family.

Haryana government assured the family of action

Haryana Social Justice and Empowerment Minister Krishna Kumar Bedi said that the government is ensuring that no injustice is done to the family. He said that the Principal Secretary to the Chief Minister and the Chief Secretary also met the family and tried to address their concerns.

Bedi said, “The family has been assured that the entire cabinet stands with them. Rohtak SP has been transferred on the demand of the family. The investigation is fully underway and the government is engaged in solving all their problems.”

Accusations against 13 officers in suicide note

Y Puran Kumar’s suicide note contained allegations against a total of 13 senior officials, including Chief Secretary Anurag Rastogi, former Chief Secretary T.V.S.N. Prasad, former ACS Rajiv Arora, DGP Haryana Shatrujit Singh Kapoor, Rohtak SP Narendra Bijarnia and other senior officers.

He wrote that my batchmates Manoj Yadav, P.K. Aggarwal and T.V.S.N. Prasad together committed caste based oppression. I gave a written complaint to the Home Minister and the Chief Secretary, but no action was taken. IPS Kulwinder Singh warned him on the phone that the DGP has ordered that you will be removed permanently, be careful. Whereas IPS Mata Ravi Kiran used objectionable language against him, which he said was the main reason for his suicide. He wrote in the last page, I can’t bear it anymore. The people who brought me to this situation are responsible for my death.

Committed suicide by shooting himself in the soundproof basement

Y Puran Kumar committed suicide by shooting himself with a service gun in the soundproof basement of his house on October 7. On October 6, a day before the suicide, Y Puran Kumar had also prepared his will in which he named all his movable and immovable properties in the name of his wife Amneet P. Kumar. The same day he also wrote a suicide note and sent it to his wife.

At the time of the incident, Amneet P. Kumar was in Japan on a government delegation with Chief Minister Nayab Saini. She called her husband 15 times, but got no response. Worried, he contacted his daughter Amulya, who went home and found her father dead in the basement.
